    CLERICAL CADRE- NEED FOR LIFTING OF FREEZING BAN ON FILLING UP OF VACANCIES OF CLERKS AGAINST DR QUOTA- BAN IN FORCE OVER TWENTY ONE YEARS

    Sub: Clerical cadre- need for lifting of freezing ban on filling up of vacancies of Clerks against DR Quota- Ban in force over Twenty One years-reg.

    In the NFIR's PNM meeting held with the Railway Board on 10" & 11' April 2015, the Railway Board advised that currency of freeze orders including that of 25% has since lapsed on 31/12/2013 and the same has not been existing w.e.f. 01/01/2014. The Official Side further advised that the shortage wherever existed has to be addressed by the Railway Establishments concerned by placing indents with the RRBs as per normal procedure for tilling the vacancies. The Official Side also advised that the issue regarding delegation of powers to CPOs/DRMs for appointment on compassionate grounds in the ministerial cadre may be raised before the GMs to delegate such powers with certain checks and balances. Federation however, insisted the Railway Board to issue instructions to all Zones/PUs citing minutes of NFIR's PNM meeting. Unfortunately, these instructions have not been issued so far.

    NFIR therefore, requests the Railway Board to issue clear cut instructions to all GMs of Zones/PUs as per agreement reached with the Federation as mentioned above. A copy of the instructions issued may be endorsed to the Federation.
