    STRIKE NOTICE OVER CHARTER OF DEMANDS BY ALL INDIA GRAMIN DAK SEVAKS UNION AGAINST THE MANAGEMENT OF DEPARTMENT OF POSTS

    Subject:- Strike notice over charter of demands by All India Gramin Dak Sevaks Union (AIGDSU) against the management of Department of Posts. 

    Madam, 

    While the strike was on the Chief Labour Commissioner intervened and held conciliation meetings on 09.03.2015, 17.03.2015 and 19.03.2015. On account of his intervention an
    agreement was signed between the Department of Posts and this union on 19.03.2015 and consequently the strike was withdraw w.e.f on 20.03.2015. A copy of the tripartite agreement aforesaid is enclosed for your information. It may be seen that as per the agreement a G.D.S. Committee i.o. to be appointed is accordance with our views. 

    More than four months have rolled away since then and we have already given our suppositions vide our letter No. GDS/CHQ/68/2/2014 dated 24.04.2015 enclosed for ready reference but the GDS Committee has not been appointed so far creating a sense of further disappointment and frustration amongst the GDS employees. As per the general convention so far, except the appointment of the last Nataraja Murti Committee, the GDS Committees are appointed in time so as to ensure submission of report sometime around the report of the Pay Commission. 

    The 7th CPC was appointed in the year March, 2014 and is about to submit its report which will be implemented w.e.f. 1st January, 2016, but the appointment of GDS Committee is no where seen on the ground. Is it not a discrimination against to GDS committee has been delayed on grounds which are not tenable.

    Our union i.e. the AIGDSU is the only recognized union. The Postal Federations where our union has been barred from being affiliated, are totally barred from taking up GDS matters. But the appointment of GDS Committee has regularly been put in their name you may kindly observe tactics to delay the matter.
      
    Probably you are aware that there was a solemn agreement between the Department of Posts and this union on 21st February, 2014. that if the Government did not agree to include the GDS matters in the terms of reference of the 7th Central Pay Commission, the Department would appoint a GDS Committee (one man) under the Chairmanship of a retired Judge of the Supreme Court or a High Court. Now there is no reason for delay in appointment of an GDS Committee under the Chairmanship of a retired Judge of a High Court or the Supreme Court.
      
    We request you kindly to take necessary action to appoint a GDS Committee immediately under the Chairmanship of a retired judge of the Supreme Court or High Court.
