    No. II/8(i)
    Dated: 24/08/2015
    The Secretary (E),
    Railway Board,
    New Delhi
    Dear Sir,

Sub: Placement of erstwhile Group 'D' staff in GP Rs. 1800/- PB-1-reg.

    Ref: (i) NFIR's PNM Item No. 22/2014. (ii) NFIR's letter No. 11/8(i) dated 12/11/2013 & 10/06/2015.

The Federation invites kind attention of the Railway Board to the peculiar situation arisen
on South Central and other zonal railways where the erstwhile Group 'D' staff (Vth CPC scales) who were non-matriculates while in service during the period 05/09/2008 to 15/12/2008 and have either retired/died in harness before being placed in GP 1800/-. This issue was discussed under PNM item No. 22/2014 on 10th/11th April 2015 with the Railway Board. During the meeting, the Official Side once again stated that the matter is still under consideration in consultation with Ministry of Finance.

In this connection, NFIR desires to clarify that the demand of the Federation is nothing but extension of the benefit relating to placement of non-matriculate erstwhile Group 'D. staff in GP 1800/- which has already been granted by the Railway Board vide letter No. PC-VI/2008/1/3/1 dated 08/11/2010 in respect of staff who have retired/died in harness during the period 01/01/2006 to 04/09/2008 [the date of notification of Railway Services (Revised Pay) Rules. 2008]. Federation is disappointed to point out that this position on the PNM item has been continuing since 5th November 2014, unfortunately Railway Board have not been able to obtain clearance from the MoF with the result the pensioners/family pensioners have been suffering badly.

NFIR, therefore, once again urges the Railway Board to obtain clearance from the Mot' expeditiously and issue necessary instructions to all Zonal Railways and others. duly endorsing cops to the Federation.

    Yours faithfully,

    Sd/-
    (Dr. M. Raghavaiah)
