New Delhi: Three Weeks after the Seventh Central Pay Commission submitted its report, the central secretariat staff are readying to sound the bugle of protest. Unhappy with the recommendations, a meeting was held on Monday with them and Archana Varma, Joint secretary, Department of Personnel and Training (DoPT) to identify issues of immediate concern that the secretariat brass will take up with the government.
At the meeting in North Block, it was assured them for fair justice for their pay package.
A shortlist of key issues was agreed upon at the meeting, which would be presented from Department of Personnel and Training (DoPT) in the form of a written submission soon.
This includes concerns from the Seventh Pay Commission that central secretariat staff claims have been overlooked and the Seventh Pay Commission has lowered their status compared with the field staff in terms of basic pay. The growing sensitivity around the subject, the DoPT decided to send it to the the Expenditure department in Finance Ministry, who is screening the Seventh Pay Commission’s recommendations.
Sources, however, told The Sen Times that while officials in the central secretariat have several problems with the pay commission recommendations,there is a consensus on four broad issues:
1) Assistant Pay: The Pay Commission had suggested grade pay of the Assistants in central Secretariat Rs 4,200 (new level 6 in pay matrix), currently they get Rs 4,600 (new level 7 of pay matrix) while Grade Pay of Income Tax Inspector, Central Excise Inspector and Customs Inspector has been given replacement scale of grade pay of Rs.4600 (new level 7 in pay matrix) who are also recruited through the same Combined Graduate Level Examination, from which Assistants in central secretariat are appointed.
2) Stenographers: The pay commission’s report says,that The corresponding posts in the Stenographers cadre will also follow similar pay parity between field and central Secretariat staff. Now they enjoy one level high to field staff of same capacity.
3) Non-function scale of Section Officer: Section Officers now get pay grade Rs 4800 (new level 8 in pay matrix) in central Secretariat service. Non-functional pay scale of Rs 15600-39100 (PB-3)+Rs 5400 (Grade Pay) is admissible now to the Section Officers of the central Secretariat service on completion of 4 years service in that grade but the Pay Commission has given Non-function pay level replacement of Rs.5400 in PB-2 (new level 8 in pay matrix).
4) Non-functional selection grade (30 percent of UDCs): The Commission also recommends withdrawal of non-functional selection grade to Grade Pay 4200 (new level 6 of pay matrix)in respect of Upper Division Clerks in central Secretariat, which does not exist in field offices in current scenario.
Sources in the Finance ministry told the Sen Times “we have not read the report in full but the proposal will be placed before the Cabinet after giving the fair justice to the staff of the central secretariat.
“We don’t think anybody will be able to cut the scale of any grade employees, hence our staff not to afraid of lower salary.”
So the central government not in mood to change the status and salaries of thousands of central secretariat staff, who have been demanding not to accept the seventh pay commission report for lowering their pay.
