    Sub: Serious disappointment - among Railway Employees Over Retrograde and Perverse Recommendations of the 7th Central Pay Commission-reg.

    Vide NFIR's letter dated 13/12/2015(Copy enclosed), we have brought to your kind notice the injustice meted out to the important categories of Railway staff by VIIth CPC and also Railway Ministry's failure in apprising to the VIIth Central Pay Commission the agreements reached with the Federations for rectification of 6th CPC anomalies which were not fulfilled due to Finance Ministry's procrastination of matters.

    NFIR also brings to your kind notice that JEs/SSEs on Indian Railways are disappointed as the VIIth CPC has totally ignored the duties and responsibilities besides entry qualification of these Engineers. In this connection, kind attention is invited to para 11.40.109 to 11.40.115 (page 748 &749) of the 7th CPC report. In this context, NFIR brings to your kind notice that there was an agreement between the Railway Board and the Federations for replacement of GP 4600/- with GP 4800/- (PB-2). Consequently, the Railway Ministry had sent a proposal to the Finance Ministry to accord approval. The Finance Ministry after procrastinating the matter for several months has advised the Railway Ministry to present the issue before the 7th CPC.

    Federation feels sad to note that the Railway Ministry has totally failed to place these facts before the 7th CPC and on the other hand explained to the Pay Commission that the existing pattern may be allowed to continue. Having relied upon Railway Ministry's pleadings, the 7th CPC had rejected our demand and also our proposal for granting Gazetted status to the incharge officials of depots/sheds/sections/stations etc.

    There is all-round dissatisfaction and resentment against the negative attitude of the Railway Ministry and equally against perverse recommendations of the 7th CPC which has compelled the JCM Constituent Organizations (NFIR etc.,) to take a decision for Indefinite Strike from 1st week of March 2016. Your kind intervention is requested to investigate into various issues for ensuring quick remedial measures.
