    Subject: Revision of Pension of Pre-2006 Pensioners w.e.f. 1.1.2006 instead of 24-09-2012

    Reference: i) Railway Board’s Letter RBA No.79/2015 No.2013/AC-II/21/1 Dated 18/12/2015

    ii) Railway Board’s OM No. F(E)III/2008/PN1/12 Dated: 31.07.2015 & 11-2-2013

    1. We very much regret to mention that most of the affected Pensioners/Family Pensioners have not been paid the arrears by the PDA Banks from 1-1-2006 to 23-9-2012 even after more than 6 months since issue of the orders vide Railway Board’s letter Dated 31-7-2015 cited above.

    2. The main reason for the above problem is on account of lack of any orders to the PDA Banks by the Railway Board for paying the arrears. PDA Banks are refusing to pay the arrears in the absence of an authority by the Railway Board (as had been done by the MOD for the purpose).

    3. While the Railway Board has advised all FA&CAOs & CPOs vide its letter cited above “to expedite the revision of pension in accordance with the instructions contained in the letter No.F(E)III/2008/PN1/12 dated 31.7.2015” and to “fix a target date for completion of revision of PPOs,” but this will take long lime and the Pensioners will continue to suffer further till then.

    4. It may be mentioned that such of the Pre-2006 Pensioners in whose cases (Re) Revised PPOs had already been issued as per Railway Board’s orders Dated 11-2-2013 cited above for payment of arrears from 24-9-2012, and who have been paid the arrears from 24-9-2012 by the PDA Banks, they can easily be paid the arrears from 1-1-2006 to 23-9-2012 by the Banks without waiting for Re-Revised PPOs, if the Railway Board issues an order to the PDA Banks to pay the arrears to such of the Pensioners/Family Pensioners whose Revised PPOs had been received by them as per Board’s orders dated 11-2-2013.

    5. Kind attention is invited towards MOD PCDA (Pension) Para 7 of Circular No. 548 Dated 11-9-2015 (Copy attached) providing that: “7. Pension Disbursing Authorities are hereby authorized to step up the pension/family pension of the affected Pre-2006 pensioners with effect from 01.01.2006 instead of 24.09.2012, and arrear of pension/ family pension shall be paid, if any.”

    6. It is, therefore, requested that the RBI & all Pension Disbursing Authorities (PDA) – Banks – be asked by the Railway Board to pay at the earliest, the arrears of Revised Pension/ Family Pension from 1-1-2006 to 23-9-2012 and thereafter, wherever due in terms of Railway Board’s OM dated 31-7-2015 & 11-2-2013 (read with DOP&PW OM dated 28-1-2013 & 30-7-2015).

    Subject: Revision of pension of Pre-2006 pensioners - reg.

    Reference: This office Important Circulars No. 102 bearing no. GI/C/0198/VOL-IV/Tech dated 11-02-2013.

    Attention of all pension disbursing authorities is invited to above cited circular wherein instructions had been issued for implementation of GOI, Ministry of P,PG and pensions, Deptt of P&PW OM No. 38/37/08-P&PW(A,) dated 28 January, 2013 and this order was applicable w.e.f 24.09.2012. Now, GOI, Ministry of P, PG and pension, Dept of P&PW have further issued orders under their OM No. 38/37/08 P&PW (A) dated 30.07.2015, that "the pension/family pension of all pre-2006 pensioners/family pensioners my be revised in accordance with this Department's OM No. 38/37/08-P&PW(A) dated 28.1.2013 with effect from 24.9.2012."

    (2) In case the consolidated pension/family pension calculated as per Para 4.1 of OM No.38/37/08-P&PW (A) dated 01-09-2008 is higher than the pension/family pension calculated in the manner indicated in the OM dated 28.01.2013, the same ( higher consolidated pension/family pension) will continue to be treated as basic pension/ family pension.

    (3) All other conditions as given in OM No. 38/37/08-P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.

    (4) All pension disbursing authorities are therefore, requested to revise the pension/family pension in affected cases in terms of Govt. OM No. 38 /37/08-P&PW(A) dated 28-01-2013 w.e.f. 01.01.2006 instead of 24.09.2012. Payment made w.e.f. 01.01.2006 will be adjusted against the arrears now being paid and these cases may be reflected in the monthly account sent to this office as ‘change item’.

    (5) Where the PDAs are in doubt in regulating the payment of revised pension/family pension under these orders, the cases with full details of pensioner/family pensioners and PPO No: etc may be referred to Audit Section of this office for advice and further action.
