RECRUITMENT OF CLASS-IV EMPLOYEES
*259. SHRIMATI NEELAM SONKER:
Will the PRIME MINISTER be pleased to state:
(a) whether the Government has stopped the recruitment of Class IV employees in its offices;
(b) if so, the details thereof and the reasons therefor;
(c) whether the Government has started laying emphasis on outsourcing the work handled by Class IV employees thereby depriving off the less educated and the poor securing Government jobs/service;
(d) if so, the details thereof and the reasons therefor; and
(e) the action taken/proposed to be taken by the Government in this regard?

STATEMENT REFERRED TO IN THE REPLY TO THE PARTS (A) TO (E) OF THE LOK SABHA STARRED QUESTION NO. 259 FOR ANSWER ON 02.08.2017 RAISED BY SHRIMATI NEELAM SONKER, MP REGARDING “RECRUITMENT OF CLASS-IV EMPLOYEES”.
(a) to (e): The sixth Central Pay commission (CPC) inter-alia recommended the following:
i. upgradation of all Group D posts in the Government to Group ‘C’,
ii. There will be no further recruitment in Group ‘D’
iii. Common designation to these posts
iv. Minimum qualification for appointment will be either 10th pass or ITI equivalent.
Government has accepted and issued instructions for implementation of the above recommendation.
Accordingly all erstwhile Group ‘D’ posts have been converted into Group ‘C’ posts and Group ‘D’ posts no more exist. All future recruitments to the posts earlier categorized as Group ‘D’ are now being made against reclassified Group ‘C’ posts.
